Interim Land Use Controls (ILUC)

The Interim Land Use Control (ILUC) governs development in areas impacted by height limitations, high noise levels, and high accident potential resulting from flight patterns at Joint Base Andrews.

Council Resolution CR-70-2014 (PDF) extends the ILUC until June 30, 2015.

Legislation

The Zoning Bill (PDF) established the basic rules and boundaries of the ILUC area. It set the rules for the height and noise attenuation and then provided controls for uses closest to Joint Base Andrews.

The Subdivision Bill (PDF) built on the zoning by bringing the rules into the subdivision ordinance. Under these rules, the Planning Board is to consider the ILUC at the time of preliminary plan of subdivision.

The Public Outreach Plan (PDF) recognizes the public's interest in the bills creating the ILUC. This resolution lays out a road map to get information on the zoning and subdivision bills to the public and invite feedback.
